The implementation of special requirements for boiler energy saving and environmental protection Beijing, hebei, shanxi, shandong and henan bureau of quality and technical supervision, tianjin municipal commission of market and quality supervision and administration:
Action plan for the further implementation of the prevention and control of atmospheric pollution, the implementation of the beijing-tianjin-hebei in and around 2017 work plan for the control of air pollution, to speed up the promotion and surrounding areas boiler energy conservation and environmental protection level of the beijing-tianjin-hebei region, promote the environmental air quality improvement, on the basis of the special equipment safety 'energy conservation law' law on the prevention and control of atmospheric pollution and so on request, beijing-tianjin-hebei and surrounding areas should be strictly boiler entry and exit, now we will notify the following related matters.
1, further strict access requirements for boiler energy saving and environmental protection
In beijing-tianjin-hebei air pollution transport channel city (including Beijing, tianjin, shijiazhuang, hebei province, tangshan, langfang, baoding, cangzhou, hengshui, xingtai, handan city, Shanxi Province, taiyuan, yangquan, changzhi, jincheng, jinan, zibo, jining, Texas, liaocheng in shandong province, binzhou, heze city, henan province zhengzhou, kaifeng, anyang, hebi, xinxiang, jiaozuo, puyang city, referred to as the '2 + 26' city), within the scope of the catalog of special equipment of boiler, further strict entry requirements.
(1) strictly implement the boiler energy efficiency index requirements. The energy effect of newly built boilers has reached the limited value requirements stipulated in boiler energy-saving technical supervision and management regulations (amendment no. 1). Local introduction of more stringent boiler energy efficiency standards, from its standards.
(2) restrict the addition of new coal-fired boilers. All localities shall, in accordance with the provisions of the state council and local governments, strictly restrict the addition of new coal-fired boilers. (3) strictly implement the boiler product finalization energy efficiency test system. New industrial boilers shall provide the energy efficiency test report of shaped products. Those that have not passed the energy efficiency test of shaped products shall be tested one by one immediately after the boiler is installed. Those that do not meet the requirements for energy efficiency shall not be put into use.
2. Cooperate with the elimination of outdated coal-fired boilers
(1) actively provide relevant boiler use registration information. Each boiler use registration department should actively cooperate with the boiler elimination work and provide relevant boiler use registration information according to the requirements of local government and relevant departments.
(2) the use of boilers shall be eliminated. In accordance with the provisions of the state or local governments on the elimination of coal-fired boilers, the special equipment inspection institutions shall not conduct regular inspection on boilers that have exceeded the time limit for elimination.
