The regulation was passed on December 26, 2018 and will take effect from March 1, 2019.
The regulations clearly prohibit the import, sale and burning of coal that does not meet quality standards. It is prohibited to import or sell petroleum coke that does not meet the quality standards; The burning of petroleum coke is prohibited. The competent department of market supervision and administration of the people's government at or above the county level shall strengthen the quality control of coal and petroleum coke, carry out spot check on the quality of coal and petroleum coke from time to time, and make the spot check results public.
The regulations state that coal-fired boilers should be phased out. Existing boilers and kilns that use natural gas and other clean energy shall complete the technical transformation of low-nitrogen combustion within the time limit prescribed by the competent department of ecological environment under the people's government at or above the county level. New boilers, kilns and other facilities that burn natural gas and other clean energy shall adopt pollution control measures such as low-nitrogen combustion.
It is forbidden to build, rebuild or expand decentralized heating boilers in industrial (or industrial) parks that have implemented centralized heating. The original decentralized heating boilers shall be dismantled within the time limit prescribed by the competent department of market supervision under the municipal, county or autonomous county people's governments. Where industrial (or industrial) parks that have not yet implemented central heating have heating needs, they shall implement central heating as soon as possible within the time limit prescribed by the competent department of market supervision and administration of the municipal, county or autonomous county people's governments, and dismantle the original decentralized heating boilers.
At the same time, the regulations require that advanced technologies for the prevention and control of industrial pollution should be used in the new construction, reconstruction and expansion of construction projects that discharge vocs. In production and service activities, including the production of raw materials containing vocs such as petroleum, chemical industry and coal processing and transformation, as well as the production of paints, pesticides and other raw materials using vocs as raw materials, priority shall be given to raw materials with low vocs content and low emission environmental protection processes. Installation and use of high-efficiency pollution prevention and control facilities that meet the requirements of explosion-proof and anti-static control under safe conditions and in confined Spaces or equipment in accordance with relevant regulations; Where it is impossible or not suitable to be sealed, effective measures shall be taken to reduce waste gas emissions.
